do you prepare winter attire? cold air is going to blow nationwide and heavy rain will hit south and southwest china! 

according to the china meteorological administration (cma), from oct 10 to 14, cold air will appear first in eastern parts of the inner mongolia autonomous region and then gradually move southward. 

in the majority of china, temperatures will drop by 4 to 8 degrees on average. 

from saturday, temperatures in north china will be even lower, and in northeast china they will drop by as much as 10 degrees to less than 20 ℃. 

furthermore, the combination of cold air that will move southward to mix with warm, wet air will bring precipitation to many areas in south china.

on tuesday, heavy rains had already hit southwestern parts of guangdong province, eastern parts of hainan province and yunnan, shaanxi, sichuan and zhejiang provinces. 

it is predicted that from oct 10 to 11, southeastern tibet, northeastern sichuan basin, northern chongqing, western guizhou, and northwestern hunan will be exposed to moderate to heavy rain. 

for the next 10 days, as cold air continues to move southward, rains will batter northwestern and southwestern china. 

 

precipitation will be between 30 and 60 millimeters, an increase of about 40 to 80 percent year-on-year. snow will come to the tibet autonomous region by saturday.

the administration said that since precipitation in southwestern china and other places will be relatively high, people there should be wary of heavy rainstorms, floods, debris flows, landslides and other geological hazards. 

the administration added that due to the positive influence of coldness and precipitation, atmospheric conditions to diffuse pollution in most parts of the country are generally favorable. 

 

though conditions for diffusion were expected to be slightly poor in north china and the western parts of the yellow river with a little pollution in these areas on friday, conditions will improve starting on saturday and the hazy weather will be weakened and dissipated due to the cold air. 

no air pollution is expected in most areas in the following week.

as foggy weather increases this month, the administration said that highway and shipping departments should pay attention to the impact of fog on traffic safety.

what happened and how did the man cheat miss zhou? 

it turns out that zhou didn’t distinguish between collection codes and payment codes so that the man could utilize the loophole to steal her money. 

the collection codes include only qr code. 

the payment codes include qr code, bar code, and a number with 18 digits. 

each item of the payment codes can be used to scan and pay. once the fraudster gets the payment number, he can forge a bar code by technological means then scan the code to transfer money. 

barcode generation

since zhou, as many users do, uses quick-pay service which allows to pay without a password for a transaction of less than 1,000 yuan. therefore, the man forged zhou’s payment code and transferred the maximum amount of money with no verification. 

many people didn’t notice the number before the case. 

for this case, alipay security center reminds that payment codes are commonly used for payment via both alipay and wechat pay, so any reveal of users’ information may cause fraud and loss. 

in order to provide substantial security and protect users’ account from frauds, alipay has already adopted three measures: 

• payment codes are updated every minute; 
• screen shot is not allowed for android users, and there is a reminder for iphones; 
• a specific reminder is shown on the payment page with the digital code.

early this year, jiaxing of zhejiang province has issued regulations on the promotion of civilized behaviors in jiaxing city (draft). for phubbers who always looking at their hand-held devices, crossing the road when looking at cellphones is forbidden. 

the zhejiang provincial people’s congress standing committee recently approved the regulations, making it illegal for pedestrians to cross a street or highway while viewing their electronic devices or playing with others. 

violators shall be warned or fined between 5 yuan to 50 yuan. 

besides, it is forbidden to throw garbage and other wastes out of vehicles, to park motor vehicles in the direction of public parking signs or across lines, and to make noise in public places requiring quiet such as hospitals, libraries and museums. 

in violation of the regulations, people shall be warned or fined.

as honolulu mayor said, the “distracted pedestrian” law is needed because so many people in the city – especially seniors – are hit by vehicles in crosswalks. 

“sometimes i wish there were laws we did not have to pass, that perhaps common sense would prevail,” the mayor said. “but sometimes we lack common sense.”
