an overpass in wuxi, east china’s jiangsu province, collapsed and crushed three cars on thursday (oct 10) afternoon as reports. we are going to share some tips to avoid risks of such issue. 

 

on friday, local authorities confirmed that at least three people died and two others were injured in the incident. 

the incident occurred at a section of the 312 national highway in wuxi city at around 6:10 p.m. local time, which was a peak period of commute. 

the overpass turned on one side and collapsed, with three cars passing the crossroad under the overpass were smashed since the overpass fell on them. 

some netizens said on weibo and other social platforms the collapse was caused by an overloaded truck with rolled steel that had been plying on it. 

a video of the scene shows that there were four coils of rolled steel and the weight of each coil is 28.535 tons, which means that the truck carried at least 114.14 tons of rolled steel, double of the maximum allowed weight. 

 

initial probe shows that the overpass collapsed due to four heavily overload trucks. 

dangerous trucks

the latest bridge collapse renews worries over the overloaded trucks issue and the quality of chinese infrastructure. 

heavily laden trucks may not be the only reason lead to the accident, but the problem is one of the most common causes of accidental death in the world. 

for the past 12 years in china, it has been accused of causing over 17 bridge collapses. 

on aug 24, 2012, three were killed and five were injured after overpass collapses in harbin, due to four overloaded trucks weighing more than 480 metric tons. 

although china has made efforts to manage the overloaded trucks by legislation, supervision and inspections, many truck owners overload their vehicles, knowing that if they don’t they will find it hard to make a profit. 

safety has to come first. it’s hard to remove the risks of these dangerous vehicles on the road, but we are going to tell you how to recognize and avoid dangerous trucks. 

reminds

in most cases, a dumper (泥头车) can carry as much as a container can with the capacity of 50 to 60 steres. if it carries sand or cement, the total weight of vehicle and goods can reach up to 150 tons. 

however, according to the code for design of the municipal bridge, the allowed load of first-class highway shall be less than 55 tons. 

 

these heavily overloaded vehicles increase strain on the structure of bridges and may cause collapses. 

therefore, please enhance vigilance when you in face of a truck with the following features: 

• multi-axle

• fully sealed container as tall as the truck front

• overloaded

what’s more, truck drivers often overspeed, increasing the risks of traffic accidents so it is necessary to pay more attention. 

 

try not to drive on the truck’s right

since the body of a heavy truck is much bigger and the blind area on the right side is larger than on the left side, the drive probably overlooks the blind area and not be aware of cars on his right. 

 

don’t follow the fruck with full goods

some truck owners don’t fix the goods well so there is a risk that the goods fall on the road and hit the vehicle behind. 

 

keep enough distance from the truck

owing to the high speed and heavy load, you should keep enough distance in case the truck is out of control. the safety distance is more than 100 meters when the driving speed is more than 100 km/h. 

 

according to the law of the people’s republic of china on road traffic safety, for any two motor vehicles running in a same driveway, the vehicle at the back shall keep a safe distance from the vehicle ahead enough for taking emergency braking measures.

according to xinhua news, four smart passages that offer self-service security checks for passengers departing from south china’s shenzhen airport began operation wednesday.

china’s government departments have cooperated with tech enterprises to apply cross-age face recognition technology to search for missing persons, helping abducted children get back to their parents. 

in april and may, the police found five abducted children in shenzhen, guangdong province in south china. one of them was abducted 19 years ago, the beijing news reported on september 9.

in 2000, a boy was kidnapped in shenzhen and the kidnapper demanded a ransom of 200,000 yuan ($28,250). 

the police have been looking for the child for many years, and worked out portraits of the missing child by simulating changes in his appearance over the years. 

the boy was reunited with his parents on june 19, after 19 years. he is now working as a chef at a restaurant in shenzhen. 

across ages

you may know certain things about facial recognition since this technology has been applied in many fields including surveillance, payment, and entertainment. 

the tech across age groups is believed to be able to help police officers narrow down searches. 

with the support of tencent’s massive data stores, tencent youtu lab (优图) has created a cross-age face recognition software that is aimed at solving child abduction cases. 

the lab created a learning strategy to make cross-age face recognition more reliable and accurate to fully master the facial age-changing tech from the data. 

 

now the accuracy has reached nearly 99.8%. 

as of may 15, the system named tuanyuan, or “reunion”, has posted information on 3,978 missing children, with 3,901 of them found, a success rate of 98%, according to xinhua, citing data from the ministry of public security (mps). 

broader application

at the end of 2017, the police department in sichuan province proposed testing the technological combination of artificial intelligence and cross-age facial recognition in missing children cases in the province. 

in 2018, the ministry of civil affairs developed a network to look for missing relatives using facial recognition functions. once a photo is uploaded, the search system can run through 2,000 stations’ databases. 

as the beijing news reported, news aggregator toutiao rolled out the new facial recognition function to find missing people on the platform.

 

users can upload a missing person’s photo and the platform can match it with missing people in the database. 

in 2019, the cross-age facial recognition technology identified 7 out of 10 missing children. shenzhen police have used the tech to recover five abducted children since april. 

chen jianfeng, director of the criminal investigation bureau under the mps, believes that cross-age face recognition narrows the search scope from hundreds of thousands down to the hundreds, which greatly cuts down investigation workloads. 

however, ai is just a tool used to identify missing children. dna comparisons are needed for final confirmation.
