guangzhou center for disease control and prevention (gzcdc) has recently issued a letter to all friends coming to guangzhou from outside of mainland china. let’s see what you need to follow. 

before you come to the city, here are some tips  

 

 

the customs authorities have entry and exit personnel to report health conditions to the customs for symptom checks. you can declare their health condition online or file out the declaration form on site.

for example, inbound passengers who fly to guangzhou baiyun airport will fall into three categories. the red passengers are required to quarantine for two weeks.

if you have returned to guangzhou from a seriously affected country/region (where you stayed for various reasons, including study, residence, labor service, business, travel, stopover, etc.) within the last 14 days, you will be isolated at home or in a designated place for medical observation according to the applicable requirements. please comply with the arrangement.

during your stay in guangzhou, if you experience a fever, weakness, cough, or other symptoms, please wear a mask and go to the nearest fever clinic of a designated covid-19 hospital as soon as possible. 

 

 

if it is necessary, you may also ask the management company of your building or the administration office of your community to arrange one of their staff to take you to the designated covid-19 hospital for testing.

if you go to a pharmacy to buy medicines for your fever and cough, the shop assistants will check your temperature and ask for your relevant information for the prevention and control of covid-19. please cooperate and answer the questions accurately and truthfully.

during your stay in guangzhou, please pay attention to your self-protection. 

wash your hands frequently. maintain proper ventilation. avoid visiting and gathering with other people. minimize outdoor activities. wear a mask when you have to go out. pay attention to rest and nutrition intake. enhance your physical fitness.

• the time of your arrival in guangzhou 
• the means and route of your transportation (the flight /train/voyage no., the vehicle and vessel license plate, and your seat no.)

for example, 14-day quarantine measures are taken in many provinces and cities. you can check the following link to learn more 

 

so far, there are 8 countries listed as hard-hit countries outside china, including italy, iran, south korea, japan, spain, france, germany and the united states. 

 

new measures have been introduced at guangzhou baiyun international airport, shanghai hongqiao international airport and putong airport to prevent importation of the infection. 

 

 

in addition to measuring the body temperatures of arriving passengers, the airports have introduced red, yellow and green categories to separate passengers and offer precise, targeted tests to prevent cross-infection. 

 

 

although airports in guangzhou and shanghai have taken similar measures, the meanings of each color are a bit different. 

 

 

guangzhou airport

 

a passport marked red indicates the passenger has come from a nation or region hit hard by the novel coronavirus and the destination is a city in guangdong province.

 

“these red passengers will have special places to retrieve their luggage and will be led by staff to the exits, where they will take special shuttle buses to designated isolation areas for two weeks of medical observation,” the airport’s statement said.

passengers with yellow passports will transfer to other cities within 12 hours. this group will have special waiting rooms and will be guided by staff through transfer and check-in procedures.

 

 

a green passport means the passenger is not coming from an affected country or region and has not passed through one. these passengers can leave the airport by themselves through special channels after a body temperature check.

passengers who have been to the most affected countries or regions will be separated into two categories: 

 

for those who will transfer to other places or have no residence in shanghai, their passports will be marked red and they will be driven to designated places for 14-day quarantine by customs authorities. 

for those who have a residence in the city, their passports will be marked yellow. these people can leave the airport by special cars or registered private cars. 

 

 

a green passport means the passenger is not coming from an affected country or region and fly to shanghai directly. these passengers can leave the airport by themselves through special channels.

beijing strengthens control of the epidemic on inbound passengers starting on march 11:

1. people entering or returning to china through beijing from countries severely hit by the novel coronavirus outbreak, including south korea, italy, iran and japan, should be isolated at home or placed under quarantine for 14 days.

2. people entering china through the capital from countries that don’t have a severe epidemic situation should also isolate themselves for 14 days at home or designated place starting on tuesday.

 

3. those who entered beijing from overseas for a short stay related to business should stay at designated local hotels and receive nucleic acid tests. they are not allowed to leave their hotels if no test results are available.

4. some outbound passengers who chose not to stay in the capital but transferred through capital international airport or daxing international airport in beijing will receive health monitoring.

those who have been to countries and regions affected by the epidemic within the past 14 days will be required to quarantine themselves for two weeks upon entering the city. 

 

guangdong

those who have been to countries and regions affected by the epidemic within the past 14 days will be required to quarantine themselves for two weeks upon entering the city.

 

tianjin

those who have been to countries and regions affected by the epidemic within the past 14 days will be required to quarantine themselves for 14 days upon entering the city.

xi’an

people entering or returning to xi’an from countries severely hit by the novel coronavirus outbreak should be isolated placed under quarantine for 14 days. 

yunnan

those who have been to countries and regions affected by the epidemic within the past 14 days will be required to isolate placed under quarantine for 14 days.

guiyang

people entering or returning to guiyang from countries severely hit by the novel coronavirus outbreak, including south korea, italy, iran and japan, should be isolated placed under quarantine for 14 days.

 

guangxi

those who have been to countries and regions affected by the epidemic within the past 14 days will be required to isolate placed under quarantine for 14 days.

chengdu

people entering or returning to heilongjiang from countries lightly hit by the novel coronavirus outbreak should also be isolated placed under quarantine for 14 days.

 

hainan

 

hainan has recently compiled a series of regulations, clarifying that the visitors to hainan from severely affected countries/regions are required to be in centralized quarantine for 14-day medical observation.

 

for the inbound visitors who have been to south korea, italy, japan, iran and other countries severely affected by covid-19 within 14 days, the port customs will notify the local municipal or prefectural headquarters, which then will be responsible for transferring them to the designated places for centralized quarantine and medical observation. 

 

hong kong

the government on tuesday issued a red outbound travel alert to more countries covering bourgogne-franche-comte and grand est of france, north rhine-westphalia of germany, hokkaido of japan, spain’s la rioja, madrid and pais vasco, and the whole country of italy.

all arrivals that have been to places above in the last 14 days should stay in quarantine facilities for 14 days – beginning march 14. the same quarantine measures announced earlier for people who have been to south korea and iran in the past 14 days remain unchanged.

the health authority again advised the public to consider delaying all non-essential travel outside hong kong, as the transmission of the novel coronavirus has been increasing around the world.

macau

 

macau has added four more countries – japan, germany, france and spain – to its list of “high-prevalence” countries for covid-19, with all arrivals who have visited any of the four in the past two weeks required to enter quarantine for 14 days as of midday on tuesday 10 march. 

 

those arriving in the meantime will be required to undergo a six to eight-hour medical observation upon arrival.

the addition of japan, germany, france and spain takes the total number of nations to have quarantine restrictions placed on them by macau to seven, joining south korea, italy and iran.

the pboc will be the only legal body to issue the digital rmb, not directly to customers, but to institutions including retail banks.

as a digital currency, transaction information about dc/ep can be recorded and tracked. if the central bank has the right to check the information it will pose a threat to privacy. 

 

 

but a fully anonymous digital currency may encourage illicit transactions, such as terrorist financing and money laundering. so the digital rmb will be “controllable anonymously”.
