home sweet home? well, for many parents, it’s more like home fresh hell in recent days. just hours into the homeschooling process due to the school shutdown, many parents have realized just how grateful they are for teachers. 

one mom’s rant about homeschooling her kids amid the coronavirus outbreak is going viral because it’s comedy gold. 

 

shiri kenigsberg levi, a special education teacher who lives in israel, said she filmed the footage in her car to escape her four fighting children. 

 

 

“listen, it’s not working, this distance learning thing,” kenigsberg levi begins in the clip, which has been translated to english. “straight off in the morning, it’s only the second day, millions of whatsapp messages.”

 

the mom of raz, 15, may, 14, nir, 10, and guy, 8, goes on to explain that she only has two computers and everyone is fighting over them.

 

 

“one of my daughter’s teachers is living in a dream world, thinks she’ll get up at 8 a.m. to see him on the screen. eight a.m. she only just manages to roll over in bed,” kenigsberg levi, 41, quips. “where do you get off?”

kenigsberg levi then mocks all the teachers who keep asking how her children feel.

 

“he’s spending the entire day on his cell phone. he’s fine! sleeping fine, eating fine. they don’t stop eating. how’s he feeling? ask me how i’m feeling! falling to pieces!” she yells. 

 

“i go from one child to the other. here’s science, here’s math, forget it! and how am i supposed to know all those things? now, our children will find out dumb we are. it’s not right. really.”

 

 

a similar video also goes viral, showing that a french mom lost her mind, crying that she has created a monster, “it’s a real nightmare!” 

 

it’s not easy for parents to homeschool their cooped-up kids, let alone they still have work to do.  parents around the world are losing their minds trying to balance working from home and playing teacher to their children amid the coronavirus outbreak. 

 

“it’s definitely chaos,” says a 37-year-old brooklyn lawyer and mom of two, “everything is out. toys are everywhere. it’s complete mayhem in here. do you know how hard it is to research and write while i have two f–king kids running around?” 

 

this isn’t the first time she has had to work from home with her kids in tow, but having to stay on top of their schoolwork for weeks on end is almost too much to handle, she says. 

 

“to teach them and to do my work is f–king insane,” the frazzled mother says. “i’ve worked from home before, but i never had to teach them. i have to check her homework and it disrupts what i’m doing.”

• shanghai

shanghai’s education authority announced on thursday that schools across the city will begin to reopen on april 27.

 

students in the final year of senior and junior high schools can return to school on april 27, and higher education institutions and secondary vocational schools can arrange to receive soon-to-be graduates the same day.

 

meanwhile, schools of other grades should be prepared for students to return before may 6. the education authority is still deciding on the specific re-opening period for these groups of students. 

 

 

• guangdong
  

the guangdong authority said classes for students in grades nine and 12 would resume on april 27. however, students in other grades would not return to the schoolroom until after may 11, when they would be welcomed back in batches. 

 

the department stressed training agencies must not resume off-line classes before kindergartens resume. however, the body did not disclose when kindergartens and special education schools will reopen.

 

 

• hebei
  

hebei province prioritized the return of students of grade 12 on april 23. students in grade nine and final year students in secondary vocational schools return on may 7. 

 

students in other grades, primary schools, kindergartens and special education schools, need to wait for further notice.

so far, only china’s capital beijing and hubei province, the coronavirus epicenter, have not revealed their school reopening plan.

 

 

northwest china’s qinghai province became the first province to start the new semester on march 9. since then, most of china have followed suit either reopening schools in march or outlining school resumption schedules in april.

on april 7, a sierra leonean national was diagnosed with novel coronavirus pneumonia infection, 20 days after coming to guangdong, according to the guangdong provincial health commission and the authorities in foshan city. the number of imported cases in the province has reached 175 as of tuesday, but most of them are chinese nationals. 

new confirmed cases

 

there are two inbound passengers in guangdong newly confirmed to be infected on tuesday, one in shenzhen and the other in foshan.

 

according to foshan authorities, the patient is a 41-year-old sierra leonean national who has finished from the south china normal university. he currently lives in nanhai district of foshan.

 

the man flew to guangzhou and arrived at guangzhou baiyun airport on march 19, and was sent to the local temporary inspection site. the next day, he was tested negative and left the site. 

 

he has been in yuexiu district of guangzhou from march 20 to 22, and went to his house in foshan on the evening of march 22. then he was taken a nucleic acid test on monday afternoon and the result was positive. 

 

 

as for the case in shenzhen, the patient is a 17-year-old chinese studying in america. he entered the chinese mainland via guangzhou baiyun international airport on saturday and was tested positive two days later. on april 7, he was diagnosed with novel coronavirus pneumonia infection. 

 

 

foreigners ≠ patients

 

recently, rumor has it that an outbreak among africans had led to the lockdown of a local community in guangzhou. some rumors say that there are 300,000 african expats in yuexiu district. 

 

they were circulated online after yuexiu alone reported five imported cases – after all nigerians living in the same community－in recent days. local authorities dispelled these rumors yesterday. 

 

the pandemic situation around the world and the rising risks of imported cases have caused anxiety among people in the country. that makes such rumors spread, further causing anxiety and suspicion, even discrimination issues.

 

however, it is notable that guangzhou has reported 111 imported cases as of monday, including 86 chinese returnees and another 25 foreigners. and considering the whole country, the official statistics show that the majority of the cases are chinese.

 

some netizens may be misled by false information and rumors, but that doesn’t mean that everyone here differentiates and prejudices people. 

 

responding to some media claims that xenophobic sentiments are rising in china since it restricted the entry of foreigners late last month, foreign ministry spokesman zhao lijian said china has always attached great importance to the safety and health of foreign nationals in china.

 

china also provides the same treatment to foreigners who contract the novel coronavirus as it provides to chinese patients, zhao said.

export qualifications

 

manufacturers and consignors need to meet the domestic production and marketing qualification requirements. china customs has no extra qualification requirements for them. 

 

export declaration requirements

item classification: 

except for special circumstances, most masks should be classified as the hs code 63079000. 

 

inspection and quarantine:

 

there’s no need to fill in the inspection and quarantine form since mask is not the statutory inspected product. 

however, according to the inter-government inspection agreement signed by china and other countries, pre-shipment inspection is required for exports to some countries such as iran in accordance with regulations.

 

 

trade restrictions: 

china’s ministry of commerce has no restriction and requirement for masks for now. also, china’s customs have no port inspection requirement for the certificates of productive products.

 

declaration specification: 

 

applicants need to fill in product name and ingredient content as required. if the goods are not produced in china, the country of origin should be filled in according to the actual country of production.

 

taxation

 

tariff exemption: 

if for trade, the applicant needs to declare as general taxation. if for donation, and the consignor is a trade agency or charity, it’s not necessary to fill out the exemption form.

 

tax rebates: 

 

the tax rebate rate for masks is 13%.

get clear the classifications of masks

 

generally, masks are divided into two categories based on the uses: for personal use and for medical use. 

 

 

required qualifications and documents

 

since april 1, exporters of medical products including covid-19 testing kits, medical face masks, medical protective suits, ventilators and infrared thermometers have to provide extra documentation when these goods go through customs. 

 

customs authorities release the exports based on a registration certificate approved by medical product administrations, according to the ministry of commerce.

besides, the company needs to obtain and prepare the following materials to export: 

 

for export trade companies: 

1. business license
2. production license (for production enterprises) 
3. product inspection report (for production enterprises) 
4. registration certificate of medical device (not necessary for non-medical products) 
5. product manual (provided with the product) and labels (with the product) 
6. product batch number (on the package) 
7. certificate of product quality 
8. photos of product sample and package 
9. registration record of consignee and consignor is required for trade firms 

for manufacturers: 

enterprises producing ordinary masks for personal protection or industrial masks not under medical device management can export masks directly if they are entitled to foreign trade business. 

 

for those who produce masks under medical device management for export, china customs does not require these enterprises to provide relevant certificates, except the documentation we mentioned above. 

 

but normally, import countries will require them to provide the certificates below to prove the product is approved in china: 

 

1. business license (with the business scope of medical devices unless it’s non-medical product) 
2. registration certificate of medical device 
3. inspection report

manufacturers with import and export permit can directly export the products. if you don’t have the right but still want to export and sell masks, you can do it through foreign trade agency.

 

 

requirements for mask imports may be various since there’re differences between quality standards in different countries and regions. for example, you must get an fda certificate to sell imported masks in the us. 

 

we suggest you to ask the consignee in the destination region before the exports to learn more details and apply for the documents in advance.
