turkish companies can use rmb to pay import bills from china!

turkey’s central bank allowed the payment of chinese imports to be settled using the yuan on thursday, the first time under a currency swap agreement between turkey and china’s central banks, according to the turkish central bank on friday.

according to the central bank, all payments made for imports from china via the bank were settled in the yuan, a move which will further strengthen cooperation between the two countries.

turk telecom, one of the country’s largest telecommunications companies, also announced that it will use renminbi, or the yuan, to pay import bills.

this is the first time that turkey has used the funding facility for renminbi after a swap agreement with people’s bank of china (pboc) signed in 2019, amid increasing global financial uncertainties and liquidity pressure of the us dollar.

liu xuezhi, a senior researcher at bank of communications said that the currency swap agreements between central banks, which allow swapping of both the principals and interest payments from one currency to another, can reduce risks in times of elevated global interest fluctuations.

“without the swap agreement, countries and companies usually settle trade in us dollars,” liu said, “and the us dollar as an intermediate currency is undergoing drastic fluctuation in its exchange rate.”

“so it is natural for countries to trade directly in their currencies in order to lower the risks and costs.”

liu also noted that the move to use the first funding facility under the agreement after its signature last may indicates further cooperation between turkey and china as the impact of covid-19 eases.

trade volume totaled $21.08 billion between china and turkey last year, according to the statistics from china’s ministry of commerce. imports from china recorded $18.49 billion, accounting for 9.1 percent of turkey’s total import.

most of turkey’s imports from china are electronic equipment, fabrics and chemical products, according to the statistics in 2018.

the pboc has initiated and extended several currency swap agreements with other countries. in october last year, the pboc extended its swap agreement with the eu to 2022, allowing a maximum of 350 billion yuan ($49.49 billion) of renminbi and 45 billion euros to be swapped.

the swap agreement between china and turkey was originally signed in 2012 and was extended in 2015 and 2019, allowing a maximum swap of 12 billion yuan of renminbi and 10.9 billion turkish lira.

according to a new policy, the civil administration will have a reward and circuit breaker mechanism to contain the number of imported covid-19 cases, while allowing more domestic and overseas airlines to increase the number of international passenger flights in and out of china.

if the number of passengers who have a positive nucleic acid test stands at zero for three consecutive weeks on the same route, airlines will be allowed to add one additional flight per week on the route as a bonus.

but the airline will suspend the operation of the route for one week if five or more passengers test positive for the coronavirus. if the number exceeds 10, the airline will suspend flights on the route for four weeks. flights could resume operation after the “circuit breaker” period.

china’s top aviation regulator said last week that international flights with some qualified countries are expected to moderately increase in the coming days.

“the administration is currently in negotiation with related countries on the adjustment of international passenger flights,” according to civil aviation administration of china spokesman xiong jie.

he added that a moderate increase could be expected in the near future.

the qualified countries include those having so far exported few covid-19 cases to china while maintaining close economic and trade ties with china, as well as those meeting the remote prevention and control requirements to effectively reduce the risk of imported cases.

meanwhile, china has signed fast track agreements with germany, south korea and singapore, according to the ministry of foreign affairs.

according to nia, there’s no further update on the exit-entry policy so far. that means, in most cases, you still need to apply for a new visa if you want to come to china now.

zhao said that the covid-19 situation overseas remains grave and so there can be no letup in the efforts to guard against case import.

but as the flight restrictions to be eased, the country is likely to gradually ease its border controls soon to meet the increasing demands of both overseas chinese and foreign nationals to come to china.

chinese health authorities said monday that they had received reports of 49 confirmed new covid-19 cases on the chinese mainland on sunday, of which 39 were local transmissions. the shock resurgence in domestic infections has rattled the country and sparks fears of second wave.

just when beijingers thought they could finally take a breath and get their normal lives back on track, a new spike in coronavirus cases has emerged.

on june 14, china reported 49 new cases of confirmed infections of covid-19. among the cases, 36 were reported in beijing, while another 36 cases were also reported on the previous day.

by sunday, beijing had reported 499 confirmed domestically transmitted covid-19 cases, including 411 who had been discharged from hospitals after recovery and nine deaths. there were still 79 patients receiving medical treatment and seven asymptomatic cases under medical observation.

most of the newly-reported indigenous cases in beijing were related to the xinfadi wholesale market, one of the largest markets of fruit, vegetable and meat in asia.

according to a press conference held monday, beijing on sunday conducted nucleic acid tests on 76,499 people, with 59 testing positive for covid-19.

in beijing’s fengtai district where xinfadi market is located, 8,950 people from the market were sampled. about 68% of the sampled had finished nucleic acid tests and the results were negative.

china’s coronavirus outbreak was brought under control through some very strict lockdown measures. but now concerns about a second wave of the infections heightened.

chinese officials are still not sure how the market has become the source of new cases, although the head of the market has confirmed that coronavirus was detected on chopping boards used to handle imported salmon.

according to wu zunyou, chief epidemiologist at the chinese center for disease control and prevention, it is very difficult to conclude the exact source of the transmission, and it is not likely to find it in a short time.

however, there’s no need to worry too much, according to wu.

“based on the known information, the rebound of the outbreak has been largely limited to areas surrounding xinfadi market, and the virus has not spread to the whole area of beijing and threatened its total population of more than 20 million.” he said.

meanwhile, beijing officials have moved swiftly to stop the disease from spreading further, putting the surrounding fengtai district on a “wartime” footing while reimposing restrictions on movement, schools, tourism and entertainment events across the city.
